It’s official: Canada will require the use of electronic logging devices (ELDs) starting January 1, 2023. This latest and final extension will ensure that affected carriers have enough time to purchase and install certified Canadian ELDs.

“Based on updates from our government partners at CCMTA and provincial associations, it is our clear understanding all jurisdictions will be ready to start enforcement on January 1,” said Geoff Wood, senior vice president of policy for the Canadian Trucking Alliance. “But, if there’s unforeseen circumstances that lead to a jurisdiction not being ready to enforce, other jurisdictions that are ready and prepared will not be held back and will go forward. The industry has been well prepared for this rule for a long time and has waited long enough for enforcement. It’s time enforcement begins.”

The mandate, which will make the trucking industry more regulated in Canada, also applies to commercial buses and will require third-party certification of all ELDs. Motive ELD has met Canadian ELD certification.

The June 12 deadline for the upcoming Canadian ELD mandate is right around the corner. Just like the U.S. ELD mandate, the Canadian legislature will focus on improving the safety of North American roadways by requiring most drivers who operate trucks to install electronic logging devices (ELDs) and track their Hours of Service (HOS).

Preparing for the Canadian mandate

A key provision of the Canadian mandate requires all ELD manufacturers to undergo rigorous technical testing. All devices must be submitted for third-party certification in order to be approved for use by customers. We’re proud to announce that we submitted our Vehicle Gateway (ELD) to FPInnovations, the accredited certification body for ELDs in Canada for both testing and certification on February 17, 2021.

At the same time, our Head of Regulatory Affairs, Travis Baskin, has been working closely with FPInnovations and our compliance product and engineering teams to develop a best-in-class user experience for all existing customers and new ELD users in Canada. 

“Our implementation will be seamless so our customers who operate in Canada can continue to run their operations uninterrupted,” says Baskin. “Our technical teams have been focused on delivering a Canadian ELD compliance product that meets all certification requirements while maintaining the same experience drivers and fleet managers love. We’re encouraging all Canadian fleets to adopt ELD technology as soon as possible to avoid any operational interruptions once the mandate takes effect.” 

It’s worth noting that no ELDs have been certified in Canada as of April 15, 2021. If you’ve been told otherwise, please refer to FPInnovation’s Electronic Logging Device (ELD) Certification List or Transport Canada’s list of certified ELDs to confirm this fact. We remain committed to giving our customers 100% visibility and support during this time of transition, and we will notify you as soon as we receive confirmation of Canadian ELD certification.

Putting compliance into practice

To help fleets get ahead of the adoption curve, we’ve created the Motive Canada Beta Program. Participating customers get early access to Canadian compliance functionality well ahead of the mandate deadline. This is a great opportunity to familiarize yourself with some new Canadian-specific tools, including:

  • Deferral of Hours: Drivers operating under the Canada South Cycle have the option to defer up to 2 hours of their required daily off-duty time to the next day. 
  • Yard Move Limit. ELDs will automatically switch to the driving status once a driver has exceeded the 32 km/h (speed) yard move limit in adherence to mandate standards.
  • Personal Conveyance Limit. ELDs will automatically switch to the driving status once the driver has exceeded the 75 km (distance) personal conveyance limit. This is a daily limit and once exceeded, drivers will have to wait until the following day before they can utilize personal conveyance again.
