Congruex provides digital infrastructure engineering and construction that connects communities nationwide. This includes wireline, wireless, data center, utility, and heavy civil design and build solutions. The company’s diverse fleet includes everything from light-duty pickups to off-road heavy equipment, reflecting the complexity of their operations. Approximately 20% of this fleet supports heavy civil soil work, underscoring the dual demands of on-road and off-road environments.
A key leader in this operation is Jeff Bozo, Director of Fleet at Congruex. Responsible for maintenance, fuel tracking, and asset lifecycle management, Bozo led the implementation of the Motive platform to unify fleet systems after a period of rapid growth through acquisition. His goals: consolidate tools, eliminate inefficiency, and improve safety and visibility across the organization.

Congruex was formed in 2017 and has acquired over 20 best-in-class companies across the nation, facilitating rapid expansion. Now, their focus is on continued integration of those operations, which brings unique challenges.
“The problem we identified was that there was a lack of centralized visibility across our operations,” explained Jeff Bozo, Director of Fleet at Congruex. Disparate systems slowed critical processes and made it difficult to standardize them.
Adding to the challenge, one of Congruex’s business units focuses on heavy-duty excavating and, prior to Motive, had no reliable way to track off-road yellow iron fuel usage. Relying on manual data entry made it difficult to accurately track fuel usage, creating a lack of visibility into fuel costs.
“One business unit that does the large majority of civil ‘off-highway-style’ work had no way of tracking fuel to the job,” Bozo noted.
Safety is also a focus for Congruex and at the forefront of the company’s culture. They are constantly looking for ways to enhance safety and prevent vehicle-related incidents.
Congruex needed a unified platform that could track and monitor their operations and improve visibility into every aspect, including safety, fuel use, tracking, and fleet spend.
Congruex turned to Motive to tackle these challenges, consolidating its diverse fleet management and safety needs under one, unified platform. Congruex used Motive to centralize safety, GPS tracking, fuel management, and reporting — gaining complete visibility across their entire operation.
“Now we manage all our fleet operations in one place,” said Bozo. “Everybody’s using the same fuel purchasing program. Everybody’s speaking the same language. All the reports are the same for every financial group.”
Adopting the Motive Card allowed Congruex drivers to categorize fuel usage at the point of purchase. Drivers of different types of vehicles could now align their fuel purchase to the type of vehicle and project they were working on. For example, if a driver needed to refill their gas can, or a bulk tank, the difference in purchase could now be categorized.
“Before, we couldn’t tell what was highway fuel or off-road fuel,” Bozo noted.“Now, with mobile-based unlock and category tracking, we can filter out non-IFTA fuel for precise reporting, which helps us bid work more efficiently.”
The Motive Card’s mobile-based card unlock feature has prevented unauthorized use, by ensuring the right driver is connected to the vehicle they are operating.
To improve fleet safety, Congruex deployed Motive AI Dashcams to help reduce risk and provide real-time coaching. The cameras use industry-leading AI to accurately detect unsafe driving behaviors, such as drowsy driving and close following, and alert drivers in-cab and in real time. Enabling these alerts led to significant improvements in driver performance and reductions in vehicle-related safety incidents.
“Every time we turn an alert on, three weeks later, we see driver [Safety] Scores improving,” Bozo said. “If drivers don’t know what they’re doing wrong, they can’t fix it,” he said.
Motive Face Match brought much-needed accountability to the fleet. Using facial recognition, the platform automatically assigned trips to drivers, which was essential for Congruex’s workforce, where vehicles are often shared.
“We use the AI trip assignments because we have different guys driving our trucks every day. It saves a lot of time,” Bozo said, highlighting how this feature reduced confusion and administrative workload.
In addition to these enhancements, the integration between Motive and John Deere’s JD Link system bridged the gap between on-road and off-road asset management. Engine data and location tracking from heavy equipment were synchronized into one platform, giving Congruex complete visibility of its operations.
For Bozo, the Motive Integrated Operations Platform delivered beyond expectations. “There is no other solution other than Motive in my book,” he said.
The decision to implement Motive led to remarkable improvements in Congruex’s fleet operations. Unauthorized fuel transactions plummeted by 20%, thanks to the mobile-based unlock feature on the Motive Card.
“With the mobile-based unlock, we’ve seen a 20% reduction in unauthorized fuel transactions over the course of a 12-month period,” Bozo confirmed. Simplifying fuel cost allocation and transitioning to automated tracking resulted in a 10% decrease in overall fuel expenses. Safety metrics painted an even brighter picture. With real-time alerts from Motive’s AI Dashcams, vehicle-related incidents dropped by an impressive 80%.
According to Bozo, Motive’s in-cab alerts have saved lives.
“We had one incident where the driver fell asleep behind the wheel.” Bozo said. “The forward collision warning from Motive’s AI Dashcam alerted him, and he offset the impact,” shared Bozo.
Beyond the numbers, the impact of Motive’s platform resonates personally with Bozo.
“Through the dash cams and in-cab alerts, this is saving lives — making sure our driver gets home safe,” he said. “Speaking from experience as someone who’s had to talk to someone’s significant other when they won’t be home at night, this is changing what we do,” he reflected.
Motive didn’t just boost operational efficiency and accountability; it also eased administrative loads, allowing for real-time reporting and better oversight across the operation.
“With my years of fleet management experience, I couldn’t imagine operating without this platform,” Bozo said.” It has streamlined my job and made it a whole lot more successful and less stressful.” Congruex has also leveraged Motive to continue building an internal culture of safety. Congruex uses Motive Safety Scores to provide positive employee recognition, which internally promotes their safety culture with data-driven results and uses positive reinforcement to increase safe driving habits.
